Did Xcode 10 Interface Builder's left panel lose functionality?

In Xcode 10 it seems you can no longer drag the objects around in the left side panel to rearrange their z-order and parent objects.



Am I just missing something?



Or are we forced to use the Editor -> Arrange menu now? And what would be the proper way to now change an objects parent?
