Circular dependency to install packages on minimal linux

I am trying to install apt-get on minimal linux. I downloaded the packages in the following order, based on the error thrown / flagged for dependency




  1. apt_1.2.29_amd64.deb (flagged for libapt-pkg)

  2. libapt-pkg5.0 (flagged for libbz2)

  3. libbz2 (flagged for multiarch-support)

  4. multiarch-support (flagged for libc6)

  5. libc6 (flagged for libgcc)

  6. libgcc (flagged for multiarch-support)


So the issue is to install apt, I need libapt, for which I need libbz2 which depends on multiarch-support. To install multiarch-support, I need libc6, which depends on libgcc which in turn depends on multiarch-support. How do I resolve this circular dependency and how to install apt-get?
