Get mask from index(top_k) in tensorflow

I have two Tensors,a and b,a is a top-k tensor, b is the mask tensor. a's shape is [batch_size, k],b's shape is [batch_size * seq_len], dtype is bool ,initialized all by False. each row of a has k integers, each integer' value i means that , the i'th item of the corresponding raw of b should be set to True.
For example:
b is [[False,False,False,False,False],[False,False,False,False,False]].
a is[[0,4],[1,2]] , set the corresponding index of a in b to be True.
then the result is [[True,False,False,False,True],[False,True,True,False,False]].
