Magento2 admin panel hovering / clicking on menuitems does not work

I could not find any solution working. (Menuitems have their logos at least) It looks like the items point to href #. And of course clicking/hovering does not do anything.
I tried deleting db through phpmyadmin and magento2 folder from htdocs, and then setting up/reinstalling things over again. But no use.
The only links seem to work in the panel is the Dashboard one and the Find Partner & Extension (the last one)
