KeyEvent only works on WebView if I use a “hot swap” of the APK

I have a WebView in my Android app. I need to send a KeyEvent with a String payload (from a barcode scanner) to the WebView. The WebView doesn't seem to respond to this event until I make an inconsequential change to the code and do a "hot swap" in Android Studio. Why is this behavior inconsistent? How do I get this to work without any trouble?

public void onEvent(@NotNull final Scanner.Event event) {
if (event.getType().equals("SCANNER_DATA")) {
mainWebView.post(new Runnable() {
@Override
public void run() {
KeyEvent keyEvent = new KeyEvent(SystemClock.uptimeMillis(), event.getMessage(), KeyCharacterMap.VIRTUAL_KEYBOARD, 0);
mainWebView.dispatchKeyEvent(keyEvent);
