dotnet core application on debian with apache shows files in directory instead application page

As i explained in the header i deploy project to debian. apache works fine but for dotnet core project it show file indexes in directory. it feels like dotnet core kind of not working.
I also setup a kestrel service it is also fine.
<PropertyGroup>
<TargetFramework>netcoreapp2.0</TargetFramework>
<RuntimeIdentifiers>
debian-x64;debian.8-x64;debian.9-x64
</RuntimeIdentifiers>
</PropertyGroup>
this lines are in .csproj ok.
If you guys suggest any more configuration i am ready for advices.

How did you build your .NET Core application and how are you running it? What does the kestrel service look like? What makes you think "it is also fine"? What does the Apache config look like?
