Transitively including Brunch plugins

I am developing a number of npm packages (let's call them A, B and C) all of which have the same devDependencies. I tried to outsource these dev dependencies (brunch, sass-brunch, babel-brunch, @babel/preset-env) into a separate package called D that has them as its normal dependencies.

The problem is that when I include D as part of the devDependencies section in A, B and C, the Brunch plugins in D are not executed. This makes me suspect that Brunch plugins need to be specified directly in the package.json of the package where they are used.

Is there are a way to make the plugins specified as dependencies in D work when they are transitively included as devDependencies in A, B, and C?
