Clear up the code for dynamic content url parameters
I am a bit lost with the html here, I'm testing a template for a friend and he'd like to have dynamic content based on url for text and an image in his banner. I did it on Wordpress but, with the html he provided, I can't really understand how to apply this in specific code like the one on this page.
Should I simplify the banner code or search for another template for him? Or is it possible to make the code dynamic?

Can you please include your relevant code as a Minimal, Complete, and Verifiable example?
